hi,
The large hole to the right in photo is for the close throttle cable, my question is does the cable nipple have some sort of sleeve that goes around it, as the hole is a lot bigger that the nipple and seem to be catching when i assemble it.
can someone shed some light on this for me.

I think you have a screwed up throttle assembly.

this pic is the original that was on the bike, i have a new Honda replacement it is the same as the pic .

I'm not sure what mine looks like but if you say that it's not functioning properly, you either have wrong cable, wrong throttle sleeve or you are not installing it properly.
Can you explain "catching"?
