Can anyone on the board familar with the Province of Nova Scotia, guide me to reputable technican
to adjust carbs / timing on a 79 CBX?

At this point 'adjusting carbs' almost always means a complete carb rebuild. Are you comfortable removing the carbs yourself? I fear there is no one near you even remotely familiar with the CBX. To that point, I have a friend in Newfoundland that has brought me several of his CBXs to work on. He exhausted every technical resource he could find locally and gave up.
