handle bars

Can my handle bars on my cbx750 be turn up the other way to be more like clip on's on a cafe racer or can clip ons or cafe bars be fitted ???

If memory serves me well, the CBX750 bars are similar in design to the CBX1000 bars, just a lot shorter. Don't know exactly what you mean by "turn up the other way", but that will probably not work. For the CBX or the 750/900F you can fit a Superbike handlebar using a special adapter plate. No idea if something like this is available for the CBX750 and it is not really what you want, probably. Cafe-racer-style clip-ons will be difficult to fit because of the short forks and the limited space on the upper end and clearnace to the tank.
