It could be the brake caliper itself is seized.
Are you getting brake fluid to the caliper?

I believe you need to put a vacuum bleeder on the caliper bleed screw and "pull" the fluid into and through the master cylinder before you will be able to pump it with the pedal. this is what I found with mine if you drain and clean the master cylinder. good luck!

If you jog the pedal a bit with the bleeder screw open it helps to let the fluid run down into the empty lines and prime it. Or at least it did on Saturday :-)

For some reason, I always have a little difficulty getting the rear master to build pressure. But it eventually does. Just takes more time.

What worked? The "jog with bleeder open" thing? Something else?

In any event, Yay! :D

If you all would spring for a Mity-Vac, bleeding the rear brake is a 5-minute job, every time. The front, however, is another matter! Seriously, anyone with multiple bikes, new or old, should be changing the brake fluid every 2 years anyway. The Mity-Vac makes that job SO much easier and quicker. Only issue is you have to thread tape all the bleeders, or apply heavy grease to the base of the threads to keep from pulling air bubbles .
