Split Primary Drive Gear/Advancer Shaft

I am rebuilding for the first time a 1979 CBX. I am down to nearly bare cases and am baffled by the split primary drive gear and the effect on the advancer shaft. Specifically, the two halves of the gear do not have free movement relative to one another. I can imagine haw they would be forced into a different relative speed due to the different number of teeth but they appear to be loaded against each other. Is this typical?



Also, why is the advancer shaft out of phase to the primary shaft?



What is going on?
