It very much depends on what you're going to do with the bike. From what I read - I may be wrong - it seems you want to restore the bike and sell it for a profit. This may not work. You are quoting several numbers that will add up to quite a sum which will be difficult to recover. Bikes that sell over 10-12k are usually in exceptional condition, elaborate customs or very low mile originals.
If you want to keep the bike for yourself, you need to decide which route to go. There are quite a few examples here on the site of owners who modified their CBX to turn them into technically updated, well performing street bikes that can be ridden aggressively. There are also others who cherish the CBX as a classic bike and restored them close to original with some improvements to make them decent riders. And there are some who went through the effort to replate bolts and nuts to create close to 100% concours bikes.

There are a few suppliers in the US that sell the Sankei-style reporductions -- they may be less to ship to Canada than getting a set from Europe.

Call Northeast on the phone. the shipping cost of the Sankei from europe was quoted at $500, the Australian 6-6 is $250, half the price for three or four times the distance. the 6-6 is by air to my door.
Stop messing with that motor if you haven't started, 10k miles is nothing. If you must fiddle then pop the head and replace the valve guide seals, but I wouldn't even do that till I had run it to see if it's smoky. You'll never get close to what you're about to spend on it in resale. You likely need the carbs rebuilt. If you can get Daves79x to take them in, you're in business. Mike Nixon is also excellent. I'd also trust J.R. Luksik and Jeffrey Gadient here in North America.
Why don't you get it running for starters and limber it up before you open the wallet quite so far?

The Sankei pipes are available in the USA. New York or Washington state for about $1400.00
Also, even with stock suspension, you should not be having a speed wobble at freeway speeds. You have another issue.

It looks like the battery "bumper" for lack of a better word. It slips onto a flange on the top, rear of the battery box just above the battery.
